The Coalition for Housing Accessibility, Needs, Choices and Equality, Inc. (CHANCE) is a 501(c)(3) nonprofit agency. The organization is truly grassroots and was initially formed in 1999 by persons receiving services through Tri-Counties Regional Center (TCRC), their families, and local SLS/ILS provider agencies.
The “Coalition” came into existence as a crisis response to extreme housing affordability challenges in Santa Barbara. In addressing affordable and accessible housing, other factors that were recognized as equally important has been the ability for people/families to secure quality person-centered in home services and an evolution community integration expectations and mandates, for example HCBS settings requirements and regional centers meeting statutory contract obligations under WIC 4640.6(g)(4).
